GET /v1/materials/{id}/billing-rates

Get billable rates

A material's billable rates, newest first `ratePer1000g` is in cents per kg. `effectiveTo` is when a rate stopped applying (exclusive), and null on the material's current rate. `actorName` is who set it. An unknown material is a 404. Needs the filament-inventory add-on.
