End billable rates

POST /v1/materials/billing-rates/end

End the current billable rate on several materials at once Each material's rate in effect stops applying now and stays in its history; a rate set to start later ends where it begins, so it never applies. Prints from now on show no rate until a new one is set. Materials with no current or later rate are left out of `ended`. An unknown material is a 404 and ends nothing. Needs the filament-inventory add-on.
