Restore spools

Bring finished spools back to active, in bulk Each spool comes back with the weight its `retire` row took off, on a `restore` row in its activity. It is not put back into a printer slot. Spools that are not finished are left as they are and are not listed in `restored`. An unknown id is a 404 and restores nothing. Needs the filament-inventory and spool-tracking add-ons.
