Convert bulk to spools

POST /v1/filament-stock/convert

Turn bulk weight into individually tracked spools Needs the filament-inventory and spool-tracking add-ons. Each spool holds whole grams, and bulk gives up exactly what the spools get. Asking for more than bulk holds is refused with a 400 `InsufficientBulkStock` saying how much is there and how many spools would fit.
